What is the Digital Accessibility Act?

Short answer

The Dutch Digital Accessibility Act says that everyone must be able to use your webshop or booking site. Including people who cannot see well or do not use a mouse. The rules apply since 28 June 2025.

The rules come from the European Accessibility Act. That is a European directive that the Netherlands has turned into its own law. The Netherlands Authority for Consumers and Markets (ACM) supervises sites where you buy, sign up for or book something.

The obligation applies to companies with 10 or more employees or more than 2 million euros in annual turnover. Smaller companies are exempt. It still pays off for them too. A site that works for everyone also works better for Google and AI.

The standard is WCAG 2.1 at level AA. Think of enough contrast between text and background, a description for every photo and labels on form fields. You must be able to use the site with only a keyboard. And zooming in must always be possible.

The ACM looks at the biggest problems first. For example an order you cannot complete without a mouse. Customers can report a problem to ACM ConsuWijzer.

In our free dashboard the site audit also measures accessibility. So you see per page what can be improved. Not sure whether the law applies to you? Check with a lawyer or with the ACM.

Real-life example

Say a webshop with 12 employees has a Checkout button that only works with a mouse. A customer using a screen reader cannot continue. That is the kind of big problem the ACM looks at first. A real button with a clear label solves it.
